App-Based Drivers

California’s Proposition 22 requires ridesharing or delivery companies like Uber, Lyft and DoorDash to provide subsidies (or financial help) for health insurance to drivers who qualify based on certain guidelines, like the number of drivetime hours.

The amount of financial help is based on the average monthly premium of a Covered California Bronze plan.

You may qualify for app-based driver financial help if you are a new driver for a rideshare or delivery company employed as an independent contractor, or you’re an existing driver of a rideshare or delivery company who expects to drive enough hours to receive the financial help.

If you don’t have a Covered California plan, you can enroll outside of open enrollment in a special-enrollment period. When you apply, choose “Newly qualifies for app-based driver stipend” as your qualifying life event.

Proof of Coverage

App-based drivers who purchase their health insurance coverage through Covered California must provide proof of coverage to their app-based network company immediately after the close of each calendar quarter to receive the stipend if they are eligible.

The 2021 Quarter 1 proof of coverage is available within your Covered California Account Home.

After logging in, click the “View Proof of Coverage Documents” button in the “Tax Forms & Other Important Documents” section at the top of your Account Home.

Note: Beginning July 1, 2021, proof of coverage documents will be available in your Account Home on the first of the month following the close of the quarter (for example, 2021 Quarter 2 proof of coverage will be available beginning July 1, 2021).
